The Straw Hats are somewhat disbanded, ship-less and stranded in Water Seven. Nami learns that Robin lied to save the rest of the Straw Hat crew and is in the custody of CP9, a covert agency for the World Government. They plan to take Robin to the World Government HQ, Enies Lobby, by sea train to try Robin for her crimes. Nami rounds up the gang again to ride to the rescue of Robin.

As in other One Piece volumes I've read, this one is just one long madcap adventure with mini-madcap adventures in between. I found this particular volume to be fairly coherent as well as one heckuva roller coaster ride as not only does everyone have to hook up again, they battle the Agua Laguna, a tsunami-like wave that proves particularly destructive.

What I liked about this volume is that not only does the gang get back together, but they pick up new allies along the way. The action is dizzying intense insanity, but the plot is pretty sensible throughout. Robin continues to be the most interesting character to me and the most tolerable one, as I get fairly tired of the over-the-top wackyness of the other Straw Hat crew and the assorted bizarre side characters. She is the calm eye of storm in a hurricane of characters, action and overall frenzy.
