Sasuke has persuaded Orochimaru to revive the previous four Hokage in order to confirm the truth behind Itachi's actions. The rest of the this volume is flashbacks to the founding of the Hidden Leaf village and how the first Hokage was chosen.

This is one of the better volumes of Naruto I've read. I liked seeing all the previous Hokage and their differing personalities. It was particularly interesting to see Madara and Hashirama as young boys and how their friendship evolved over the years. I also like how they both founded the Hidden Leaf village, and the origin behind curse of the Uchiha clan and why they were a clan particularly targeted.

I also appreciated how they had Satsuke and Orochimaru behave, like rational and real human beings instead of single-focus villains. The same could be said of the Hokage: they are men, not gods and make mistakes by their own admission.

While there wasn't a lot of action, this is the kind of exposition-type volume that brings much to the world and the characters of the Naruto Universe.
